The study focuses on PV systems with an operation start date before January 1, 2010.

Operators of PV systems put into service in 2000, receive a fixed price (feed-in tariff/ FIT) for generated energy – fed into the grid – until December 31, 2020. For these pioneer systems, the 20-year funding period will come to an end at the end of 2020. Plant operators have to identify and evaluate different possibilities to further operate their fully functional PV systems. The brief expert report elaborates the implications of the EEG 2021 amendment for a continued operation of PV systems and analyzes the economic impacts resulting from the EEG 2021 draft.

This study contrasts the impacts and effects of different parameters of the EEG 2017 as a base scenario with the EEG 2021 as scenario 2021. Provided effects are exclusively based on the introduction of a tender obligation for PV rooftop systems larger than 500 kWp. To this end, the planned tender obligation is being simulated. By means of four different courses of action, it will be analyzed how these diverse investments with respective payback periods differentiate from two reference scenarios. As a result, economic effects of described tender obligations for PV rooftop systems with capacities over 500 kWp are being derived and presented.

The German energy transition („Energiewende“) describes a comprehensive transformation process of the energy system with a long term focus, covering energy generation to transportation and consumption. In this context, energy policy decisions such as the nuclear power and fossil-fuel phase-out act as catalyst for above-mentioned development. In the light of technological developments, this political goal has to be balanced with the provision of the guiding principles of the energy policy triad consisting of security of supply, economic efficiency and environmental sustainability. With it, this study analyzes the development of the German electricity market until 2040 and provides a realistic picture of the future energy generation as well as of the expected energy consumption.
